What is a Market 3 Exchange?
A market 3 exchange is an exchange that Ofcom has identified as having enough competition between principal providers that the exchange can be deregulated, meaning that minimum pricing is no longer imposed by Ofcom for services provided by BT Wholesale at that exchange. This allows ISPs to provide certain services at reduced cost at these exchanges.
